ADVISORY ON THE ARRIVAL OF RETURNING FILIPINOS IN THE PHILIPPINES

The public is informed of the eight-step guide for returning overseas Filipino worker (OFWs) and overseas Filipinos (OFs) upon arrival in the Philippines
Electronic Case Investigation Form (e-CIF) and Swab Testing
- All returning OFWs are strongly encouraged to register and fill out the electronic Case Investigation Form (e-CIF) at https://e-cif.redcross.org.ph/ prior to their scheduled arrival in the Philippines to secure their own code for the COVID-19 RT-PCR Testing to be administered by the Philippine Red Cross.
- For returning OFs, COVID-19 testing may be administered by private testing facilities located at each terminal in the airport. All returning OFs are requested to accomplish the e-CIF of their chosen private testing facility upon arrival at the airport.
Quarantine Facilities
- The list of facilities suitable for mandatory and stringent quarantine, inspected by the Department of Health – Bureau of Quarantine as of 30 July 2020, can be accessed at http://quarantine.doh.gov.ph/facilities-inspected-as-of-july-30-2020/ . Returning OFs are encouraged to pre-book their respective quarantine facilities.
Release of Swab Test Results
- Kindly note that while the results will be released within 72 hours, delays may be experienced due to the rise of COVID-19 positive cases in the Philippines.
General Reminders
- All returning OFWs and OFs are kindly requested to secure a valid and active email address and mobile number prior to arrival in the Philippines for easier transaction upon arrival at the airport.
- Should there be any special concerns regarding the arrival of returning Filipinos, especially distressed OFs requiring medical support or other urgent assistance, kindly inform the DFA Office of the Undersecretary for Migrant Workers Affairs (OUMWA) at least 48 hours prior to arrival in the Philippines for coordination with partner government agencies.

Chinese Government’s requirement for all China-bound passengers to obtain negative Nucleic Acid testing (NAT) results within five (5) days prior to boarding
ADVISORY
On the Chinese Government’s requirement for all China-bound passengers to obtain negative Nucleic Acid testing (NAT) results within five (5) days prior to boarding, following are the guidance provided by the DOH relative to domestic NAT Capacity;
- Nucleic Acid testing (NAT) Capacity. Official and public data on NAT capacity among other COVID-19-related information, may be accessed through the DOH COVID-19 Tracker at < https://ncovtracker.doh.gov.ph/ >
- 2.Policies for Conducting NAT. Relevant guidelines governing NAT for international travelers and foreign nationals are provided in DOH Department Memorandum (DM) 2020-0200, i.e., the “Omnibus Interim Guidelines for the Quarantine and Testing Procedures for All Arriving Overseas Filipinos and Foreign National During the Coronavirus Disease 2019 (COVID-19) Pandemic”.
- 3.Authorized NAT Institutions for International Travelers.All laboratories capable of RT-PCR testing may be utilized for the conduct for NAT for international travelers and foreign nationals, following relevant rules and regulations, including said DM 2020-0258, as well as DM 2020-0258-A (i.e., “Updated Interim Guidelines on Expanded Testing for COVID-19”) as amended.
