PH Treasury Bureau Financial Literacy Webinar expands overseas Filipinos’ Horizons in investing and growing savings
Shanghai, 27 November--- In partnership with the Consulate General, the Philippine Bureau of the Treasury (BTr) held a well-attended financial literacy Webinar, “RTB 26 – Pamana ang Panatag na Bukas,” on 25 November for overseas Filipinos in Shanghai and in the provinces of Anhui, Jiangsu, Zhejiang, and Hubei, as well as countrymen based in Cambodia.
The Webinar trained the spotlight on the Philippine government’s program to make government securities available to individual retail investors, including overseas Filipino workers. Particular focus was on the BTr’s latest bond offering, the fixed-rate Tranche 26 of Retail Treasury Bonds (RTB 26) maturing in 2027.
A low-risk, fixed-income investment which generates quarterly interests over 5.5 years, the RTB26 was on offer from 16 to 26 November 2021.
The one-hour Webinar’s speakers included BTr Fund Management Division Chief Maura Lizza Espina, Development Bank of the Philippines (DBP) Assistant Manager Jude N. Calamba, and LBP Senior Manager Almira Garcia. Consul General in Shanghai Josel F. Ignacio opened the proceedings with welcome remarks.
Funds raised from the issuance are to be used by the Philippine government to help finance the country’s emergency, recovery, and resiliency responses to the COVID-19 pandemic, among other economic objectives.

PH country team in Shanghai stands up vs. violence against women
24 November 2021 – The premises of the Philippine Consulate General (PCG) in Shanghai turned orange today as the PH country team in the city stood up to be counted in the national and global observance of the Campaign to End Violence Against Women (VAW).
Donning the orange colors of the global campaign against VAW, the officers and staff of PCG, Philippine Trade and Investment Center, and the Philippine Department of Tourism Office gathered to mark the Philippine Government’s annual 18-day campaign that runs from 25 November until 12 December. Joining them were Filipino Community in Shanghai President Ms. Michelle Teope-Shen, and fellow Filipino community movers Ms. Lee Mie Yee of Dai-Ichi Electronics Shanghai Co., Ltd., and Ms. Annie Yap of Metrobank.
The 18-day advocacy period began in the Philippines with the issuance of Presidential Proclamation No. 1172 in 2006. The dates bookending the campaign are significant: November 25 is the International Day against VAW, while December 12 marks the date of adoption in 2000 of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children of the UN Convention Against Transnational Crime.
The Philippine observance lasting until 12 December is two days longer than the 16 days marked by most other nations, which concludes on December 10, the annual commemoration of Human Rights Day.
Addressing the gathering, Consul General Josel F. Ignacio underscored the important role of Philippine Foreign Service posts in supporting response mechanisms to combat VAW. He also stressed the need for personnel to capacitate themselves on understanding VAW, handling cases in coordination with local authorities, and working with Filipino community organizations to spread the commitment to prevent and fight VAW to their members.
The Philippine campaign theme for the period 2016-2021 is a “VAW-free community starts with Me”. This year’s observance also seeks to raise awareness of the Safe Spaces Act (Republic Act 11313) among the general public, under the slogan "Filipino Marespeto; Safe Spaces, Kasali Tayo." END

Visitors and enterprises flock to “FoodPhilippines” Pavilion at 4th China International Import Expo in Shanghai
10 November 2021 – The Philippines capped another successful and fruitful participation in the annual China International Import Expo (CIIE), as over 6,000 visitors flocked to this year’s FoodPhilippines Pavilion and a number of high-value deals were signed.
Located at the Food and Agricultural Products Hall of the sprawling National Exhibition and Convention Center (NECC) in Qingpu District, the 108-sqm. Pavilion was formally inaugurated on 06 November.
Trade and Industry Secretary Ramon M. Lopez keynoted the ceremonies and delivered felicitations by video. Doing the ribbon-cutting honors were Philippine Ambassador to China Jose Santiago L. Sta. Romana, Philippine Consul General in Shanghai Josel F. Ignacio, Chinese Ministry of Commerce (Asia Division) Deputy Director General Luo Xiaomei and Liwayway (China) Co. Ltd. President and CEO Larry Chan. Attendees were treated to a Kappa Malong Malong dance performance by the Pinoy Teachers Association in Shanghai.
Open for the duration of the CIIE (05-10 November), the FoodPhilippines Pavilion showcased fresh produce, food products and services under the “healthy and fresh” banner from 40 food manufacturers and specialty companies exhibiting both onsite and online.
The Philippine Pavilion was the stage for other Philippine activities at the CIIE as well. In the presence of Ambassador Sta. Romana and the Philippine delegation, a number of purchase agreements valued at close to USD 150 million were signed at the Pavilion on its inauguration day.
The Pavilion featured food sampling, cooking demonstrations utilizing featured produce and ingredients.
FoodPhilippines has been the Philippines’ collective food export brand for the CIIE. It underscores the rich and diverse heritage of the Philippine food landscape through the select group of exhibitor-companies from the country’s food manufacturing and related services sector. This group includes micro, small and medium enterprises (MSMEs), in keeping with the Philippine government’s push to advance this sector as an integral component of its export industries.
For the first time at the CIIE, the Philippine Pavilion stood alongside that of a major Philippine corporate player in China, Liwayway China Co. Ltd.. The company’s Oishi line of snacks has been officially recognized as a “Shanghai Famous Brand” and, later, a “China Famous Brand”, in 2001 and 2006, respectively. Liwayway’s eye-catching old-Manila-themed Pavilion featured both a Chinatown arch and Intramuros (Manila’s walled city) gate, both highlighting Philippine heritage and the country’s long-standing ties with China.
With both representing the Philippines, the two Pavilions maximized synergies made possible by their adjacent locations to boost cross- and through tie-ups and joint promotional activities that included games and prize raffles. END
