PCG briefs DFA on COVID-19 situation in Shanghai; Situation of Filipinos

Shanghai, 1 April – At a videoconference on 31 March, the Philippine Consulate General briefed the Office of Migrant Workers Affairs (OMWA) of the Department of Foreign Affairs on the COVID-19 situation in Shanghai and the attendant concerns of Filipinos in the metropolis.

oumwa 2 A city of over 23 million, Shanghai is currently experiencing an unprecedented surge in cases and moving resolutely to staunch the rise. In keeping with its “dynamic Zero-COVID-19” approach, the municipal government has authorized a two-phase full lockdown, among other measures.

The far-reaching lockdown comes on the heels of more localized closures. This began with East Shanghai, referred as “Pudong”, from 28 March to 1 April. It covers the districts of Pudong New Area, Fengxian, Jinshan, Chongming, Minhang, and Songjiang. Meanwhile, West Shanghai or “Puxi”, covering the districts of Huangpu, Xuhui, Changning, Jing'an, Putuo, Zhabei, Hongkou, and Yangpu, goes on lockdown from 1 to 5 April. The city has assured residents of a stable supply of goods and undisrupted essential services.

All residents are barred from leaving their homes and are required to undergo rounds of nucleic acid testing for COVID-19. All offices and businesses, including foreign consular missions such as the Philippine Consulate General, have been asked to suspend operations.

During the teleconference, Consul General Josel F. Ignacio led his team in discussions with Assistant Secretary Paul Raymund P. Cortes on the impact of the city’s COVID-19 restrictions on Filipinos and alleviating attendant challenges. Present for the PCG were Deputy Consul General Marlowe A. Miranda, Consul Conrado B. Demdem, Jr. and ATN Officer Ella Cecilia P. Acena.

There are an estimated 4,000 Filipinos in Shanghai, and about another 2,500 Filipinos in the surrounding provinces of Jiangsu, Zhejiang, Anhui and Hubei. END

UKOL SA KALAGAYAN NG COVID-19 SA SHANGHAI

Tulad pô ng inyó nang nababatid, ay kasalukuyang puspusang nakikibakà ang Shanghai sa pagkalat ng mga kaso ng COVID-19. Bilang hakbangin, kasalukuyang ipinág-utos ang pag-lockdown sa mga Distritong nasasakupan ng Pudong (iká-28 ng Marso hanggáng iká-1 ng Abril) at ng Puxi (iká-1 hanggáng iká-5 ng Abril).

Nais pô naming ipabatíd ang sumúsunód:

1. Minamatyagan at sinúsubaybayán pô ng Punong Konsulado ang kalagayan sa Shanghai at iniuulat pô itó sa ating Pamahalaán sa Maynilà.

2. Nakipag-ugnayán na pô ang Punong Konsulado sa Overseas Workers Welfare Administration (OWWA) [Pangasiwaan sa Kagalingan ng Manggagawà sa Ibayong-dagat] sa pamamagitán ng kinatawán nito sa Hong Kong, ukol sa usapín ng ayuda para sa ating mga kababayang nangangailangan at nasa alanganin.

3. Sa ngayon pô ay hindî pinapayagan ng Shanghai ang mga sasakyáng panghimpapawid mula sa ibayong-dagat. Ganunpamán, sa isang panayam ay nabanggít pô ni OWWA Administrator Kgg. Hans Leo J. Cacdac na “handa naman tayong tumulong sa kanila, at kung mayroong gustong umuwi ay handa tayong tumulong sa kanilang pag-uwi”.

4. Tinútutúkan pô ng Punong Konsulado ang mga nabanggít na bagay, at daglî pô kamíng maglalabás ng abiso ukol sa anumáng tulong na maaaring maipagkákaloób.

5. Gawâ pô ng malawakang lockdown sa mga Distritong sakláw ng Puxi (kabilang ang Changning) simulâ iká-1 hanggáng iká-5 ng Abril na ipinág-utos ng Pamahalaáng Lungsód ng Shanghai, ay mapípilítan pong manatiling SARADO ang Punong Konsulado sa naturang mga petsa.

6. Samantala’y hinihimok pô natin ang mga kababayan na sumunód sa mga bilin at kautusáng pangkalusugan at pangkaligtasan ng Pamahalaáng Panglungsód ng Shanghai, at ng mga kinaúukúlan sa inyóng mga kanyá-kanyáng gusalì, pamayanan at Distrito.
