PCG joins lunar new year fellowship luncheon of consular corps ladies
The Philippine Consulate General’s lady diplomats renewed bonds with counterparts from fellow Shanghai-based consular missions at a Spring Luncheon organized by the Consular Spouses Shanghai (CSS) to mark the Lunar New Year.
Held at Guang Fan restaurant in Huangpu District on February 10, the PCG was represented by Cultural Officer Jeannie F. Petrola, Protocol Officer Jennifer M. Ranches, Consular Attaché Angela E. Lopez, and Mrs. Monica May Villanueva, spouse of PCG Administrative Officer Ronaldo B. Villanueva.
Formed in 1975, the CSS is a non-profit association that serves as principal vehicle for the interaction and networking of female diplomats and consular spouses in Shanghai, via cultural, social and charitable activities.
The PCG attaches importance to networking and building linkages with Shanghai’s consular corps and key contacts in the social and cultural scene, which contribute to the PCG’s effectiveness in fulfilling its mission. Participation in CCS events is also in keeping with the PCG’s gender and development (GAD) program. END
Yangtze Delta tourism alliance chooses Philippines as China resumes outbound group tours
06 February 2023 – The Philippines is top-of-mind destination for travel agencies and tour operators catering to China’s high-income tourists from the Yangtze River Delta (YRD) area, as China readies to resume outbound group tours.
This was the unambiguous message and sentiment conveyed to Philippine Consul General in Shanghai Josel F. Ignacio and Tourism Attaché Ireneo H. Reyes by the leadership and member agencies of the Yangtze River Delta Integrated Tourism Alliance (YRDITA) on February 2 at the latter’s Cooperation Forum in Huangshan City, Anhui Province.
The YRD area is comprised of Shanghai Municipality and the Provinces of Provinces of Jiangsu, Zhejiang and Anhui. With a combined population of around 235 million and a GDP of RMB 20.5 trillion (20.2% of GDP), the YRD is one of China’s richest regions per capita. Tourists from the YRD have high disposable incomes and high-spending.
With over a hundred travel agency and tour operator executives in attendance, the Forum devoted a special, exclusive “thematic salon” on the Philippine tourism. The move was in response to the Chinese government’s decision on 20 January to allow the resumption of outbound group tours beginning February 6 to an initial group of 20 countries that includes the Philippines.

Keynoting the segment, Consul General Ignacio recalled China’s stature as the second highest source of tourists into the Philippines in 2019, and welcomed China’s re-opening. “We are pleased at the eagerness of Chinese tourists to return to the Philippines. Their enthusiasm is matched only by the ardent welcome that awaits them at our 7,641 islands”, he emphasized.
Tourism Attaché Reyes delivered a well-received presentation on showcase Philippine travel destinations and offerings and the latest tourism and entry policy updates. Applauding as popular stops such as Palawan, Bohol and Boracay appeared on-screen, audience response reached fever pitch when the DOT introduced novel offerings such as private-island holidays.
On the Forum’s sidelines, Consul General Ignacio, Attaché Reyes, and DOT-Shanghai Sr. Marketing Manager Ms. Jiao Xue also held separate discussions on supporting Chinese tourism into the Philippines with YRDITA Chairman Mr. Zhang Xinzhong (GM, Jiangsu Comfort International Travel Service Co., Ltd.) and Executive Chairman Mr. Gu Mingqing (GM, Jiaxing Holiday International Travel Service Co., Ltd.), together with CEO Mr. XING Ping of Philippine JLC Travel and Tours. Consulate General-Shanghai receives recognition from Filipino organizations for lockdown action and aid
17 January 2023 – A plaque of appreciation was presented on 17 January to the Philippine Consulate General (PCG) in Shanghai by Filipino organizations in Shanghai for the former’s efforts to assist compatriots during the 2022 lockdowns in the Municipality and surrounding provinces.
Ms. Michelle Teope-Shen, President of the umbrella group Filipino Community in Shanghai (FILCOMSHA), presented the plaque to Consul General Josel F. Ignacio, “as a token of the uttermost gratitude from the Filipino Community for the invaluable time, effort and commitment, while overcoming substantial challenges of logistics and survival of the times, in organization and implementing Emergency Food Assistance and in reaching out to assist Filipinos severely affected by the 2022 COVID-19 Lockdowns in Shanghai and Provinces of Anhui, Hubei, Jiangsu and Zhejiang”.
Present were Liwayway China Co. Ltd. President Larry Chan, Dai-ichi Electronics Shanghai Co. Ltd. GM Lee Mie Yee, Metrobank Shanghai Officer Ms. Annie Yap. On the side of the PCG were Deputy Consul General Marlowe A. Miranda, Consul John Francis S. Herrera, Tourism Attaché Ireneo H. Reyes, and PDOT Administrative Officer Warren S. Palacio.

Consul General Ignacio thanked the Filipino Community for the recognition. “The Consulate General exists in the service of our people and our country’s interests. To serve to the best of our ability was reward enough. Nevertheless, this acknowledgement from our people is the highest honor.”
Shanghai experienced major COVID-19 surges throughout 2022. The surge peaked in April and May, forcing the city to shut down completely. All businesses and offices were closed and deliveries ground to a halt as the Municipality’s 23 million inhabitants were put under strict stay at home orders. Elsewhere within the Consulate General’s jurisdiction, limited lockdowns were also experienced in Jiangsu and Zhejiang Provinces.
With support and funding from the Department of Foreign Affairs (DFA) and the Overseas Workers Welfare Administration (OWWA), the Consulate General in Shanghai organized emergency food package assistance to over 500 Filipinos with limited access to food and essentials. Meanwhile, food vouchers were made available to over 1,200 Filipinos who opted for such assistance, with distribution beginning soon after the lifting of the lockdown. END
