PCG officials among 59 diplomat-graduates of East China Normal University Chinese Language and Culture Course
SHANGHAI – Embodying the Consulate General’s commitment to effectively representing the Philippines and engaging Chinese counterparts and stakeholders, two PCG officials graduated from this year’s Mandarin language and culture course organized by the prestigious East China Normal University (ECNU).
Vice Consul Richard L. Recella and Attaché Mark Anthony T. Villon joined 57 other foreign diplomats from a total of 28 Consulates General in the Chinese financial capital in earning their course completion certificates in ceremonies held on June 7 at the ECNU Putuo Campus’ Alumni House.
The course is offered annually for the benefit of diplomats assigned to Shanghai by the Shanghai Municipal Education Commission and the Shanghai Municipal Government’s Foreign Affairs Office (FAO).
Representing these agencies at the graduation rites were FAO Deputy Director Liu Guangyong, Director (Consular) Liang Lei, Deputy Director Chen Yongliang, and Shanghai Municipal Education Commission Deputy Director (International Exchange Department) Ge Jingyi.
ECNU International Education Center Director Huang Meixu keynoted the ceremony, offering congratulations to the diplomats who successfully completed the course, expressing admiration for their diligence in learning Chinese despite their busy schedules, and inviting them to regularly visit ECNU, having become its alumni.
Bulgarian Consul General Vladislav Spasov and Indian Consul General Pratik Mathur delivered speeches sharing their experience and gains from the program. Various performances were also featured, including some with the participation of graduating diplomats to showcase their Chinese learning and the vitality of cultural exchanges between China and foreign countries.
All graduates sang the Chinese version of Auld Lang Syne (友谊地久天长, Yǒuyì dì jiǔ tiāncháng) to conclude the proceedings.
Held for 10 weeks, the 14th Diplomats’ Program exposed participating diplomats to practical Chinese language lessons, lectures on China's economy and diplomacy, visits to Xujiahui Academy and Shanghai Meteorological Museum, and to aspects of Chinese Dunhuang culture such as flying dance, clay tablet painting, and tea opera.
For the past 14 years, the Diplomat Program has provided a high-quality platform for language learning and cultural exchange for diplomats assigned in Shanghai, and has helped foster their linkages with the Shanghai Municipal Government. END
Filipino community in Shanghai welcomes summer with 2025 basketball tournament
SHANGHAI – Filipinos’ love for basketball was on full display at the opening ceremony and first round of games of the Filipino Basketball Association Shanghai (FILBAS) basketball tournament held on 02 June 2025 at the Hansen Sports Center, Jing’an District of Shanghai. There representing the Philippine Consulate General in Shanghai was Consul and Acting Head of Post John Francis S. Herrera and consular assistant Mark Anthony T. Villon, who is participating in the tournament playing center for the Green Team. A total of five teams are competing in this year’s tourney. The tournament officially opened with a ceremonial toss by Consul Herrera.
The two opening matches did not disappoint and were marked by great sportsmanship and team cohesion mixed in with plenty of hustles, passes, blocks, steals and fast breaks in a constant battle to dominate the other and offer the audience something to ooh and ahh about.
The Green Team, with Post’s Mark Anthony Villon, had a shaky start as the opposing Red Team towered above them with an impressive 24-point lead at the very first quarter, inducing a bit of panic and shock for the Green Team. The Red Team held the lead up until the tail end of the 3rd quarter, when finally, the Green Team broke ground and gained a two-point advantage, managing to maintain the lead in points until the final buzzer of the fourth quarter, leaving the audience stunned with amazement at the come-back victory of 66 – 70.
The Philippine Consulate General in Shanghai supports the Filipino community in its sporting event initiatives and encourages Filipinos to keep healthy and fit through sports. END
PCG welcomes new Consul General Myca Magnolia Maog Fischer
SHANGHAI - The Philippine Consulate General in Shanghai welcomed the arrival of its eighth Consul General in the person of Ms. Myca Magnolia Maog Fischer, who flew in from Canada on 10 June.
A career diplomat, she joined the Philippine Foreign Service in 1997.
Prior to taking up her post in the Chinese financial capital, Consul General Fischer was Minister and Deputy Head of Mission at the Embassy of the Philippines in Ottawa.
Shanghai represents a return to China, which was also the Consul General’s first country of assignment at the Philippine Embassy in Beijing (2006-2012) as First Secretary, Second Secretary, and then eventually First Secretary and Consul. She later served at the Philippine Embassy in Phnom Penh (2014-2020), leading the mission as Chargé d’affaires in her final 18 months in the Cambodian capital.
Her stints in the headquarters in Manila were divided between the Office of Asian and Pacific Affairs, where she was most recently Deputy Assistant Secretary; and as Special Assistant to the Undersecretary for Policy.
Married to Tim Fischer, Consul General Fischer holds a Master’s Degree in International Studies at the University of the Philippines and a Bachelor’s Degree in Tourism from the same institution.
As Consul General, she will lead the Philippine Country Team in Shanghai Metropolis and the provinces of Anhui, Hubei, Jiangsu and Zhejiang.
First opened in 1948-1949 and re-opened in 2002, the Consulate General also hosts the Philippine Trade and Investment Center and the Department of Tourism Office. END
