On Authentication Services at the Consulate General in light of China’s accession to the Apostille Convention
鉴于《取消外国公文书认证要求的公约》在中国生效后总领事馆认证服务公告
- On 07 November 2023, the Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents (also known as the Apostille Convention) entered into force for the People’s Republic of China. 2023年11月7日，《取消外国公文书认证要求的公约》（以下简称《公约》）在中华人民共和国正式生效实施。
- The Philippines is also party to the Apostille Convention. This means that public documents falling within the scope of the Apostille Convention that have been issued in Mainland China for use in the Philippines need only to be accompanied by an Apostille Certificate issued by Chinese authorities. Accordingly, consular authentication at the Consulate General of the Philippines is no longer required for such public documents issued in Mainland China dated on or after 07 November 2023. 菲律宾也是该《公约》缔约国。这意味着在中国大陆出具的《公约》规定范围内公文书送往菲律宾使用仅需相关中国政府机构出具附加证明书即可。相应地，菲律宾总领事馆不再对2023年11月7日及以后在中国大陆出具的公文书进行认证。
- The Chinese Ministry of Foreign Affairs is the competent authority for issuing Apostille certificates. However, it has also entrusted and delegated the task to certain Foreign Affairs Offices (FAO). 中国外交部是签发附加证明书的主管机关。受外交部委托，中国相关省、自治区、直辖市人民政府外事办公室以及部分市人民政府外事办公室可为本行政区域内出具的公文书签发附加证明书。
With respect to the areas under the consular jurisdiction of the Philippine Consulate General in Shanghai, the FAOs of the following localities may issue Apostille certificates: Shanghai Municipality, Ningbo City, Anhui Province, Hubei Province, Jiangsu Province and Zhejiang Province. 菲律宾驻上海总领事馆辖区内，以下当地人民政府外事办公室可以签发附加证明书：上海市外办、宁波市外办、安徽省外办、湖北省外办、江苏省外办以及浙江省外办。
