RERB RESOLUTION 2015-01
SUBJECT: IMPLEMENTING ART. 51 OF COMELEC RESOLUTION NO. 9843, TO DEACTIVATE THE REGISTRATION RECORDS OF OVERSEAS VOTERS WHO FAILED TO VOTE IN TWO (2) SUCCESSIVE ELECTIONS
WHEREAS, on 18 August 2015, the Commission on Elections (COMELEC) resolved to implement Art. 51 of COMELEC Resolution No. 9843, to deactivate the regsitration records of overseas voters who failed to vote in two (2) successive election;
WHEREAS, Resident Election Registration Board (RERB) of Foreign Service Posts were ordered to conduct a hearing on 03 September 2015 to consider the lists of those who failed to vote in two (2) consecutive national elections;
WHEREAS, the RERB of Shanghai conducted its hearing on 09 September 2015 in view of the declared national holiday of China on 3-4 September 2015 and the first working day which a quorum of members of RERB are available;
WHEREAS, the OFOV, through the DFA-OVS, provided the RERB with a list of voters whose registration records are due for deactivation;
WHEREAS, after due consideration and deliberation, the RERB of Shanghai confirmed the list of voters whose records are due for deactivation, except for Ms. Rosemarrie Valdez Mangabat who was found out as only included in the Certified List of Overseas Absentee Voters of 2013 for Shanghai;
NOW THEREFORE, pursuant to the powers vested in it, the RERB Shanghai RESOLVED, as it hereby RESOLVES, to deactivate the registration records of the following voters:
